Country Status

Moldova is currently allowing adoptions by US citizens on a LIMITED basis. 

PLEASE NOTE: The Moldovan National Committee for Adoption has just begun issuing accreditations to agencies and it is not clear when adoptions will begin to be processed again.  Individuals wishing to adopt should use an accredited agency and should be aware that there may be delays in processing adoption cases.

July 18, 2006 -
The Moldovan National Adoption Committee has informed the U.S. Embassy in Chisinau that the Adoption Committee is open daily and is processing adoption cases.  The U.S. Embassy issued four immigrant visas to Moldovan orphans the week of June 26-30. There appears to be confusion about the legality of the 2005 creation of the National Committee for Adoption.  Moldovan media have reported that the Constitutional Court has ruled in favor of two Members of Parliament who challenged the move on the grounds that only the legislature (rather than the executive branch) has the authority to restructure the administration.  The U.S. Embassy in Chisinau continues to monitor the situation closely.


April 3, 2006 -
The Moldovan National Committee for Adoption is now operating has begun re-issuing accreditations to US agencies.  At this time, it is not clear how soon adoptions will resume or what delays in processing parents might face.  Please see the updated list at the bottom of this page for a list of accredited agencies.
 

December 21, 2005 -

The government of Moldova has begun issuing re-accreditations for agencies so that intercountry adoptions can resume.  JCICS will post a list of accredited member agencies on this site as soon as the information becomes available.

March 30, 2005 - The following is a notice from the US Department of State:

On February 18, 2005, Moldova published a government decision revising the adoption process and forming a new National Committee for Adoptions to replace the Moldovan Adoption Committee (MAC).  Unlike the MAC, the new committee will not be part of the Ministry of Education, and will report directly to the Prime Minister. It will be charged with approving an adoption before it can proceed to a court hearing for a legal approval of the adoption.  It will also have control over matching of adoptive parents with orphans, which may delay potential adoptions.


No details on the transition from the old committee and process to the new one have been announced; details on how cases already in process will be handled are still to be worked out.   Presently, there is no functioning committee in existence, although some adoptions are moving forward through the Moldovan courts.

Prospective adoptive parents are cautioned that until such time as the National Committee for Adoptions has been established and is functional, the procedures for adoptions lack transparency and may involve delays.  

The Government of Moldova has resumed international adoptions between the United States and Moldova.  Prospective adoptive parents are required to use an accredited adoption agency when adopting in Moldova. There are several U.S. based adoption agencies accredited by the Moldovan Adoption Committee.
